Create cells with Percentage values and select them.

Go to Home, selectÂ
 Conditional Formatting, and then choose  Data bars. -
Select More Rules. Set Minimum Type to Number and Value of 0. Set Maximum Type to Number and a Value of 1. Change Fill and Border settings as needed.Â
Tip: Change text alignment on cells to move numbers to left, right, or center on the Home tab.

Conditional formatting doesn't fully support progress bars in Excel for the web. You can, however, create progress bars in the Excel desktop app.

To open the desktop app, at the top of the ribbon, select Editing > Open in Desktop App.
