You are receiving this error because your default account is protected by the Intune MAM policy which protects the account from data sharing.

You can change your default account by going to Settings > Contacts > Default.

By changing your default account to your personal account (if one is available), you will then be given the option to choose which account (work or personal) you would like to create the new contact.
