Select the text you'd like to turn into a link, right-click it, and select
Link. -
In the Address field, do one of the following:

Type or paste a URL.

Select
Browse the Web, or Browse for File. -
Choose a location from the Or pick a location in OneNote list.

Select OK.
To make changes to an existing link, right-click the link and choose Edit Link or Remove link.
Tip: To create a link to an email address, in the Address field, type mailto: followed by the email address (for example mailto:joe@contoso.com). When selected, your email app will open in your mail client with the address in the To: field.
