Microsoft SharePoint files are usually available to sync to a folder on your computer. In some cases, you may want to prevent people from using a sync app with a site or library.
To prevent the syncing all document libraries within a site:

On the site, click Settings > Site Settings.

Under Search, click Search and offline availability.

In the Offline Client Availability section, select No.
To allow people to sync files again, set the Offline Client Availability option to Yes.
To prevent syncing of a specific document library:

On the library, click Library Settings > Advanced Settings.

To allow people to sync files again, set the Offline Client Availability option to Yes.
