To merge shapes, they must be overlapping. Press and hold Ctrl while you select the shapes you want to combine.

Combining shapes isn't currently possible in PowerPoint for the web. You can, however, combine shapes in the PowerPoint desktop app.

To open the desktop app, at the top of the ribbon, select Editing > Open in Desktop App.
