In classic Outlook, select File > Options > Mail.

Under Compose messages, select the drop-down arrow next to Compose messages in this format and select HTML.
Note:Â By default, HTML view for messages is turned on. To turn it off, go to File > Options > Trust Center Settings > Email Security.

On the View tab in new Outlook, select
 View settings. -
Select Mail > Compose and reply.

Under Message format, select the drop-down arrow next to Compose messages in and select HTML.
Note:Â By default, HTML view is turned on for messages. To turn it off, select Plain text in step 3 above.
