Symptoms
Consider the following scenario:

You have a Windows Server 2012 R2 Essentials-based domain controller.

You configure client backup settings on the domain controller.

Active Directory Domain Services (AD DS) is not available on the domain controller. You start the Windows Server Essentials Management Service (WseMgmtSvc).
In this scenario, all client backup settings are removed from the domain controller.
Cause
This issue occurs because the PrincipalContext function is not blocked when there are no domain controllers available in the domain environment. The PrincipalContext function is created for each domain controller. When AD DS is not available on a domain controller, the function returns an empty value of the domain controller. Therefore, all client backup settings are removed from the domain controller by the device refresh task.
Resolution
