Symptoms

Assume that you create a software-metering rule on a site server that has Microsoft System Center Configuration Manager 2007 Service Pack 2 (SP2) installed. You use this rule to monitor and collect the software usage data of an App-V application. However, the software usage data is not collected if a local nonadministrative user starts the App-V application.

Cause

This issue occurs because nonadministrative user accounts do not have permission to access the App-V application folder.
