Symptoms
Consider the following scenario:

You use Windows Internet Explorer 10 to go to a website.

The website is configured to use an HTML5 AppCache fallback page.

The computer is disconnected from the Internet, or you configure Internet Explorer to work offline.

You try to open a noncached webpage on the website.
In this scenario, you receive the "This page can't be displayed" error message. However, you should be directed to the fallback page.
