Symptoms
Consider the following scenario:

You run multiple applications on a Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2-based computer.

You connect an external touch-capable monitor to the computer when the applications are running.
In this scenario, the application stops responding to touch.
Cause
This issue occurs because a race condition occurs when initializing the touch input.
How to obtain this update
To resolve this issue, we have released update rollup 2975719 for Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2.
