Symptoms

Assume that you use wildcard TCP ports on multiple IP addresses on the same network adapter in Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1. In this situation, you cannot reuse the wildcard TCP ports even though the SO_PORT_SCALABILITY socket option that is used to maximize wildcard port allocation is set on all sockets.

For example, when you enable the port scalability feature for remote procedure call (RPC) proxies on a computer, the RPC ports cannot be reused on multiple IP addresses on the same network adapter.

Note The SO_PORT_SCALABILITY socket option enables local port scalability for a socket. That is, port allocation can be maximized by allocating wildcard ports multiple times for different local address port pairs on a local computer.

Cause

This issue occurs because the scanning operation that looks for addresses to use concludes without actually performing a search.
