Symptoms

Consider the following scenario in a Microsoft Skype for Business Server 2019 environment or in a Skype for Business Server 2015 environment that has Skype for Business Server 2015 CU8 (January 2019 Cumulative Update) installed :

User A is an enterprise user.
User B is an anonymous user.
The AllowParticipantControl parameter is set to True in the conferencing policy.
The AllowExternalUserControl parameter is set to False in the conferencing policy.
User B shares an application or desktop to User A.

In this scenario, User A can't request control of the shared application or desktop to User B.

Resolution

To fix this issue, install one of the following updates:

For Skype for Business Server 2019, install the December 2019 cumulative update 7.0.2046.151 for Skype for Business Server 2019, Enterprise Web App.
For Skype for Business Server 2015, install the July 2019 cumulative update 6.0.9319.559 for Skype for Business Server 2015, Enterprise Web App.
