Symptoms
After you configure the fallback feature to use the default character set (as described in KB 4073095), you receive the following error message during the installation of an Exchange Server 2019 cumulative update (CU):
Microsoft.Exchange.Data.Common.LocalizedException: Set-AppConfigValue: The node section was found in file F:\Program Files\Microsoft\Exchange Server\V15\bin\EdgeTransport.exe.config, but it isn't unique.
Resolution
To fix this issue, install the following update:
Cumulative Update 11 for Exchange Server 2019 or a later cumulative update for Exchange Server 2019
