Symptoms
After the January 2023 or the February 2023 Security Update for Microsoft Exchange Server 2019, 2016, or 2013 is installed, and the Certificate Signing of PowerShell Serialization Payload is enabled, the Exchange Toolbox and Queue Viewer doesn't start.
Additionally, you receive a System.Reflection.TargetInvocationException error message and the following Unhandled Exception error message:

Exception type: System.InvalidCastException
Cause
The Managed Code snap-in doesn't deserialize a PowerShell object if the Certificate Signing of PowerShell Serialization Payload feature is turned on.
Resolution
This issue is fixed in the March 2023 Security Update for Exchange Server. Follow these steps:

Install the March 2023 security update.

If you disabled the Certificate Signing of PowerShell Serialization Payload feature by applying Workaround 2 that was provided previously in this article, you can turn the feature back on by following the steps in Certificate signing of PowerShell serialization payload in Exchange Server.
