Symptoms
Consider the following scenario:

You install Cumulative Update 3 for BizTalk Server 2016 together with Feature Pack 1 (FP1).

You do not have Microsoft Visual Studio (VS) installed.
After the installation, you will receive an error message that resembles the following in the Administration Console:
Could not load file or assembly 'Microsoft.BizTalk.Analytics.Common, Version=3.0.1.0, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. The system cannot find the file specified. (Microsoft.BizTalk.ExplorerOM)
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
Resolution
This issue is fixed in the following cumulative update for BizTalk Server:
