Symptoms
Consider the following scenario:

You install Microsoft BizTalk Adapter Pack 2.0 on a computer that is running Microsoft BizTalk Server 2009 or Microsoft BizTalk Server 2010.

You use the Microsoft Windows Communication Foundation (WCF)-based Microsoft BizTalk Adapter for Oracle Database.
Note This WCF-based adapter is included in Microsoft BizTalk Adapter Pack 2.0. -
You use the WCF-based adapter on a dynamic port.
In this scenario, poor performance may occur in BizTalk Server 2009 or in BizTalk Server 2010.
Cause
This issue occurs because BizTalk Server performs an inefficient read operation when it reads the Oracle settings in the Machine.config file for BizTalk Adapter for Oracle Database.
Notes-
For x86-based versions of BizTalk Server 2009 or BizTalk Server 2010, the Machine.config file is located in the following folder:
<system drive>:\WINDOWS\Microsoft.NET\Framework\<version>\CONFIG

For x64-based versions of BizTalk Server 2009 or BizTalk Server 2010, the Machine.config file is located in the following folder:
<system drive>:\WINDOWS\Microsoft.NET\Framework64\<version>\CONFIG
