Symptoms
You have a complex policy on a server that is running Microsoft Forefront Threat Management Gateway 2010. When the policy contains many publishing rules, such as hundreds of web publishing rules, the server may take 20 minutes or more to start.
Resolution
To improve the start time of the server, install the service pack that is described in the following Microsoft Knowledge Base article:
