Be aware that the update in the Microsoft Download Center applies to the Microsoft Installer (.msi)-based edition of Office 2013. It doesn't apply to the Office 2013 Click-to-Run editions, such as Microsoft Office 365 Home (see What version of Office am I using?).
Improvements and fixes
This update fixes an issue where Visual Basic for Applications (VBA) projects containing references to components that are located in a file path that contains DBCS (double-byte character set) characters, or have a file name that contains DBCS characters, will fail to load.
