KB2845550 - FIX: Merge replication fails when you use SQL Server Compact to perform a merge replication that synchronizes changes with a publisher in SQL Server 2012

Microsoft SQL Server 2012 Service Pack 1 fixes have been released as one downloadable file. Given that the fixes are cumulative, each new release contains all the hotfixes and all the security fixes that were included with the previous SQL Server 2012 Service Pack 1 fix release.

Symptoms

Assume that a client uses SQL Server Compact to perform a merge replication that synchronizes changes with a publisher on an instance of Microsoft SQL Server 2012. The instance has Service Pack 1 (SP1) for SQL Server 2012 or cumulative update packages for SQL Server 2012 SP1 installed. In this situation, the merge replication fails on the client side, and you receive the following error message:

Error Code: 80004005
Message : The IIS service is not available.
Minor Err.: 28025
Source : Microsoft SQL Server Compact

Additionally, the following error is logged in the SQL Server Agent Error log on the server:

Date Time == SQLCESA Version ==> 3.5.8088.0
Date Time Hr=80004005 ERR:Couldn't find existing RSCB 1

Note When this issue occurs, no error is logged in the SQL Server Error log.
