Symptoms
You create a business rule that contains a circular reference by using Microsoft SQL Server 2014 Master Data Services. When you save the rule, you do not receive an error message. However, when you run the rule, you receive the following error message:
8156: A database error has occurred. Contact your system administrator.
For example, this problem occurs in the following scenario:

You create a business rule that uses the "must be unique" action.

In the Action step, you select the In combination with the following option.

The attribute that's referenced in the Action is also added as an "n combination with the following attributes parameter. This creates a circular reference.

You successfully publish the business rule.

You run the business rule.
Resolution
This problem was first fixed in the following cumulative update for SQL Server:

Cumulative Update 7 for SQL Server 2014 /en-us/help/3046038
