Symptoms
Consider the following scenario:

You use SQL Server 2016 Report Builder to create a Reporting Services report that contains a text box.

You configure the BackgroundColor property of the text box to use an expression such as the following:
="Blue"

You publish the report to a Reporting Services server.
In this scenario when you open the report in a web browser, the text box does not have the correct background color that is specified by the expression.
Resolution
The fix for this issue is included in the following cumulative update for SQL Server:
