Assume that you use Microsoft SQL Server 2016 Reporting Services (SSRS) to generate a link to other Microsoft Excel workbooks stored in a shared folder. When the Excel workbook name is in Russian language, the link seems to be broken.
The link should be С:\название на русском.txt. However, Excel tries to open C:\ÐÐ°Ð·Ð²Ð°Ð½Ð¸Ðµ Ð½Ð° €ÑƒÑÑÐºÐ¾Ð¼.txt.
This issue occurs because the URL encoding is incorrect as Microsoft Excel uses CP1251 but SSRS generates UTF-8 hyperlink.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
