Properties of an item opens randomly when you double-click the item in Windows 8.1 or Windows Server 2012 R2

Symptoms

Assume that you have a computer that is running Windows 8.1, Windows RT 8.1, or Windows Server 2012 R2 together with a precision touchpad. You double-click an item while the charms are visible along the right edge of the screen. In this situation, you may see the properties of the item instead of the correct double-click result. 

Resolution
