Symptoms

Assume that you run an application that uses raw sockets on a computer that is running Windows 7 or Windows Server 2008 R2. When the application receives a User Datagram Protocol (UDP) broadcast packet, the next raw packet is discarded. Additionally, an Internet Control Message Protocol (ICMP) "Protocol unreachable" message is returned to the computer that sent the request.

Note The ICMP message can only be seen when the Windows Firewall is disabled. Otherwise, the ICMP message is blocked by the firewall.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must be running Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1.

You must restart the computer after you apply this hotfix.

Hotfix replacement information
