Symptoms
After you install update 2607496, you can configure the congestion control. The default congestion control value may not match your environment.
Resolution
We recommend that you set the latencyThresholdInMSec element to 8000 and the minCongestionWindowSize element to 64. To do this, update or add the following elements under the <microsoft.identityServer.proxy> section in the Microsoft.IdentityServer.Servicehost.exe.config file:<congestionControl latencyThresholdInMSec="8000" minCongestionWindowSize="64" /> For more information about how to configure the elements for congestion control, refer to the Congestion Avoidance Algorithm section in the following KB article:
