Symptoms
Consider the following scenario:

You start Microsoft Skype for Business.

You select Calendar > Meeting now.

You select More Options > Meeting entry information.

You copy and paste the meeting URL into the Edge browser.

You download and open the Skype Meetings application.

You log in by entering your account credentials or you select Sign in as a guest to the meeting and enter your name to join the meeting.

You share an attachment by selecting a file whose file name contains non-English characters.
In this scenario, when you select Open to open the file, the UI incorrectly displays non-English characters.
