Symptoms

You may experience an additional five seconds delay during the startup of Windows 8.1, Windows Server 2012 R2, Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1.

Cause

This issue occurs because the code to avoid waiting for IPv6 to register with the network stack is not recognized correctly when IPv6 is manually disabled.

How to obtain this update or hotfix

To resolve this issue, we have released an update for Windows 7 or Windows Server 2008 R2. We also have released a hotfix for Windows 8.1 or Windows Server 2012 R2. Before you install this update or hotfix, check the Prerequisites section in this article.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. To install this update or hotfix, you must have April 2014 update rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 (2919355) installed in Windows 8.1 or Windows Server 2012 R2. Or, install Service Pack 1 for Windows 7 or Windows Server 2008 R2.
