Symptoms
When you install a Dari language pack on a Office SharePoint Server 2007 server, the localized publishing features are no longer displayed for site provisioning.
Resolution
To resolve this issue, apply the following update:

Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
