Symptoms
Consider the following scenario:

You set Japanese as the primary language on a Windows Embedded 8 Standard-based computer.

You install update 2770917.

You try to open gpedit.msc or secpol.msc.
In this scenario, you receive warning messages.
Cause
This issue occurs because certain language files are removed when you install update 2770917.
