Windows Installer with certain actions can't be installed on Windows Server 2012 R2 or Windows Server 2008 R2 SP1

Symptoms

Microsoft Windows Installer package that contains certain actions can't be installed if the Remote Desktop Services role and security update 3072630 are installed on Windows Server 2012 R2 or Windows Server 2008 R2 Service Pack 1 (SP1).

Resolution

To fix this issue, install the following update rollups for Windows:

• June 2016 update rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 (KB3161606)

• June 2016 update rollup for Windows 7 SP1 and Windows Server 2008 R2 SP1 (KB3161608)
