Symptoms
When you install Cumulative Update 2 for Exchange Server 2016 on a Windows server that is running a Russian version of a supported operating system, SETUP fails and the MSExchangeTransport service won’t start.
Cause
This issue occurs because a product string translation into Russian exceeds allowable length. This causes an exception to occur during service startup.
Resolution
To fix this issue, install Cumulative Update 3 for Exchange Server 2016 or a later cumulative update for Exchange Server 2016.
