If settings are on and you are signed in, try switching the Spotlight settings off and then on again.

  1. Go to Settings > Personalization > Lock screen.

  2. Change Background to something other than Windows spotlight (Picture or Slideshow)

  3. A toggle called Get fun facts, tips, and more should now appear. Turn that off.

  4. Lock the screen, then wait a while. You can use the computer normally. Reboot if possible.

  5. Go back to lock screen settings (as you did in step 1) and change Background back to Spotlight.

  6. Lock the screen, then wait a while for content to refresh.

The system is built to detect and resolve problems itself. However, it might take a day or two to start the recovery processes. Waiting for it to fix itself is the best solution. I suggest waiting a few days and see if the problem goes away.
