Rinna and Japanese Address suggestion service for Microsoft Japanese IME will end on August 13th, 2020. As of that date, Microsoft will no longer provide suggestions by Rinna or through the Japanese Address suggestion service.
You can access the settings for the Rinna suggestion service and the Japanese Address suggestion service by following the instructions below, but after August 13th, 2020, even if the feature is turned on, suggestions will not be provided.

For Windows 10, version 2004, select Start > Settings > Time & Language > Language > Japanese > Options > Microsoft IME > Options > General > Use suggestion services

In Windows 10, version 1803 and above, right-click the IME mode indicator (A/あ icon) in the notification center, then select Properties > Advanced > Predictive Input Tab > Suggestion Services
If you'd still like to see some Japanese address predictions from the system dictionary without the Japanese Address suggestion service, make sure the following settings are turned on:
