Troubleshooting on-boarding migration issues to O365 dedicated/ITAR

Summary

You encounter performance issues during a migration when you are on-boarding to Microsoft O365 dedicated/ITAR for Microsoft Exchange 2013 or vNext.

To resolve this issue, use the Exchange Admin Center to review the Migration users status report.

If this does not resolve the issue, you can provide a report to Microsoft Support for review. To do this, run the following cmdlet: 
Get-MoveRequestStatistics -Identity Tony@contoso.com -IncludeReport | Export-CliXml Move.xml
