Problem
When you browse to the Office 365 Video Channels page, you receive the following error message:
Office 365 Video isn’t available
Your organization has turned Office 365 Video off for you.

Solution
To resolve this issue, an administrator must add the affected users to the Viewers group for the SharePoint Online hub site collection. To do this, follow these steps:

As an administrator, browse to the Office 365 Video Home page.

In your browser address bar, delete everything after the “_layouts/15/” string, replace the deleted string with the following, and then press Enter:
user.aspx
The URL should resemble the following:
https://<contoso>.sharepoint.com/portals/hub/_layouts/15/user
NOTE: The <contoso> placeholder represents the domain that you use for your organization. -
Click the Viewers group, and then click New. In the Invite people dialog box, enter the name of the user or group that you want to add. For example, enter the name of a specific user account, a group, or the Everyone except external users group.

Click Share to update the permissions.
NOTE: By default, the Everyone except external users group is added to the Viewers group. In some cases, the Everyone except external users group may not be available if you removed this group from your organization (for example, by using the SharePoint Online Management Shell). This issue occurs when user permissions are changed for the /portals/hub/ site collection, and the affected user or the Everyone except users group is removed from the Viewer group for the hub site collection.
