On the insert tab, select
Picture. -
Pick a picture source, and select a picture.Â

Select the picture, grab one of the corner handles, and resize it to the page.Â

Select the image and in the upper right, chooseÂ
 Layout options and pick  Behind Text.Â
Note: If the image is too dark, select the image, choose Transparency on the Picture format tab, and make adjustments.
Adding a background picture isn't possible in Word for the web. You can add a background picture in the Word desktop app.Â

To open it, at the top of the ribbon, select Editing > Open in Desktop App.

 Wrap Text and select  Behind Text.Â
