In a draft email message, put the cursor in the body of the message.

On the Options tab, select Page Color > Fill Effects.

Select the Picture tab, then choose the Select Picture button.

Navigate to the image you want, select it, then select Insert.

Select OK.Â
This action puts the image in the background of the email message, so you can type over it. The image is tiled, if necessary, to fill the entire background.
Adding a background picture to a message isn't currently possible in Outlook on the web. You can, however, add a picture in the classic Outlook desktop app.
