Adding a border isn't currently possible in OneNote, but here's a pair of workarounds.Â

Select the text or picture. On the Insert tab, choose
 Table and add a single-cell table. This will put a thin black border around the text or picture. You can edit or move the text or image and the border stays with it. -
On the Draw tab, choose
 Shapes and select the rectangle. Draw the rectangle around the text, picture, or page, starting at the upper-left corner. To change the color and thickness of the border, right-click the rectangle and select   Pen Properties. If you move or change the text or image, redraw the rectangle to fit.
