To add a sound effect to a transition you have added to a slide, go to the Transitions tab.

In the Timing group, select Sound and choose a sound effect to assign to your transition.

Sound effects on transitions aren't currently possible in PowerPoint for the web. You can, however, add sound effects on transitions in the PowerPoint desktop app.

To open the desktop app, at the top of the ribbon, select
 Editing and choose Open in Desktop App. ​​​​​​​
