There are several reasons your links might be disabled in your Outlook for Windows email messages (when sending or receiving email messages).
Select a tab option below for the version of Outlook you're using. What version of Outlook do I have?
In new Outlook, links should be enabled by default. However, if they are disabled, you can do the following:

Go to Settings > Mail > Junk email.

Under Security options, make sure that Block attachments, pictures, and links from anyone not in my Safe senders and domains list is unchecked.

Select Save.
In classic Outlook, to troubleshoot links not working in an email message, use the following troubleshooting:Â

Check to see if the email message you're composing or viewing is in plain text.

Check to see if an InfoBar at the top of the message informs you that links are disabled. If so, select the button in the InfoBar to enable external content.
