Select Rows to repeat at top, and then select the rows you want to repeat.

Repeating rows when printing isn't currently possible in Excel for the web. You can, however, repeat rows when printing in the Excel desktop app.

To open the desktop app, at the top of the ribbon, select Editing > Open in Desktop App.
