When you're composing a message in the reading pane in classic Outlook, there is no Insert tab on the ribbon.  

To see the Insert tab:

  1. Near the upper right corner of the message window, select  In the reading pane, the Pop Out options the current message in a standalone window. Pop Out.

    The draft message opens in a separate window. 

  2. This window includes an Insert tab on the ribbon so that you can insert objects like a picture, signature, table, and so on.
