Symptoms
Consider the following scenario:

The GlobalFlag registry key in the following path is set to 0 on a Windows 8 or Windows Server 2012-based computer:HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager

You start Command Prompt as an administrator.

You run the following command:OpenFiles /local on
In this scenario, the command fails, and you receive the following error message:
ERROR: Unable to retrieve data.
The operation completed successfully.Note When you run the command, you should receive the following message:
SUCCESS: The system global flag 'maintain objects list' is enabled.
This will take effect after the system is restarted.Cause
This issue occurs because Windows does not correctly read the GlobalFlag registry key.
