Overview
This hotfix is applicable for Germany, and it addresses the following changes related to the Elster functionality for Microsoft Dynamics AX 2009 SP1, Microsoft Dynamics AX 2012, Microsoft Dynamics AX 2012 R2 and Microsoft Dynamics AX 2012 R3:

The minimum level of a security connection protocol (based on TLS) upgraded to the version TLS1.2.
Prerequisites
You must have one of the following products installed to apply this hotfix:

Additionally, for Microsoft Dynamics AX 2012 and Microsoft Dynamics AX 2012 R2:

Check the version of .Net Framework before installing the hotfix. The .Net Framework 4.5 is required.
And for Microsoft Dynamics AX 2009 SP1, the additional requirement is:

Install the update enabling TLS 1.2 in .Net Framework 3.5 beforehand: https://support.microsoft.com/en-us/help/3154518/.
Note This update is applicable for Windows Server 2008 R2 only.

You must restart the Application Object Server (AOS) service after you apply the hotfix.
