BR - Reg-F - New layout NT 2018.005_v1.20 of NF-e and NFC-e for Retail

This update of the NF-e / NFC-functionality is devoted to the changes, that were introduced in NT 2018.005:

New group of fields "Technical responsible information" in the Brazilian parameters.
Updated NF-e / NFC-e layout to output this data in xml.

The hotfix consist of the following parts.
