Symptoms
After updating to Configuration Manager current branch, version 1910, content distribution from a primary site stalls under the following conditions until the SMS Executive service (smsexec.exe) is restarted.

Multiple pull-distribution points are used in the environment.

One or more of those pull-distribution points are offline or otherwise unavailable.

A request is sent from the site server to the pull-distribution point to cancel all current jobs. This request can occur when then pull-distribution point is placed in maintenance mode, or a site control file change is processed that alters the PXE configuration.
When these conditions are met, the Distribution Manager (distmgr) component of the SMS Executive service stops distributing content to the problematic pull distribution-points, and also stops processing inbound files.
The DP Job Queue Manager tool indicates a backlog of packages, and the pulldp.log on the pull-distribution point stops recording expected activity.
