Symptoms

Assume that you have a computer that has a non-English version of Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2 preinstalled. You select the express settings during the Out-of-Box Experience (OOBE) wizard, and an unattended installation is performed from an answer file. In this situation, English is set as the default Input Method Editor (IME) instead of the localized IME. 

Cause

This issue occurs because the computer was logged onto by a local administrator account for audit mode without having run the OOBE wizard first.
