Symptoms
Consider the following scenario:

You configure a Remote Desktop license server that is running non-English Windows Server 2012 R2 and then install Remote Desktop Services client access licenses (RDS CALs) on the license server.

To restrict license allocation to specific Remote Desktop Session Host (RD Session Host) servers, you enable the following License server security group Group Policy setting:
Computer Configuration\Administrative Templates\Windows Components\Remote Desktop Services\RD Licensing

RD Session Host servers are added to the RDS Endpoint Servers group.

You establish a RDP connection to the RD Session Host server that is in the RDS Endpoint Servers group.
In this scenario, a client computer may not obtain a temporary license, or be upgraded to a permanent license. Event 1043 is logged on the RD Session Host server. Additionally, the description of the event log resembles the following:
Resolution
