Symptoms
Consider the following scenario:

You have a send port in BizTalk Server 2009 or in BizTalk Server 2010 that has the Ordered Delivery option set to True.

You stop the send port, and then you start it again.
In this scenario, BizTalk Server does not process messages in the send port.
Note Message processing in the port is resumed after you restart the BizTalk host instance.Resolution
