This article describes a hotfix package that fixes an issue with Group Policy Preference (GPP) items in Windows 8.1 and Windows Server 2012 R2. Before you install this update, see the Prerequisites section.
Symptoms
Consider the following scenario:

You create a GPP item.
-
On the Common tab in the Properties page, you select Apply once and do not reapply.
-
You select Item-level targeting>Targeting, and then configure settings for the targeting item.
-
The GPP object runs on a client computer that does not meet the conditions configured in Item-level targeting.
-
A user makes a change on the client computer and makes it to meet the conditions configured in Item-level targeting.
In this scenario, the GPP item isn't applied.
Cause
This issue occurs because the computer considers the GPP item as applied even when the conditions in Item Level Targeting isn't met. As a result, an ApplyOnce registry value is set for the registry key of the GPP item. Therefore, the GPP item isn't reapplied.
Hotfix information
Important If you install a language pack after you install this update, you must reinstall this update. Therefore, we recommend that you install any language packs that you need before you install this update. For more information, see Add language packs to Windows. A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. If the hotfix is available for download, there is a "Hotfix Download Available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix. Prerequisites
To apply this hotfix, you must have April 2014 update rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 (2919355) installed in Windows 8.1 or Windows Server 2012 R2.
Registry information
To use the hotfix in this package, you don't have to make any changes to the registry.
Restart requirement
You may have to restart the computer after you apply this hotfix.
Hotfix replacement information
This hotfix does not replace a previously released hotfix.

The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed in the "Additional file information" section.
